城市工业碳排放绩效的测算分析与对策建议——以南昌市为例

摘　　要：低碳发展是生态文明建设的必由之路,建设以低能耗、低排放、低污染为特征的低碳工业,将成为城市低碳发展的重心和关键。本文利用以二氧化碳作为非期望产出的DEA模型构建了碳排放绩效指数,并对低碳试点城市——南昌的工业碳排放绩效进行了测算和分析。结果显示:"十一五"期间,南昌市工业碳排放绩效得到改进,技术进步是主要原因,但改进效果并不显著;不同行业碳排放绩效存在差异;重工业和轻工业碳排放绩效均有改进,且重工业改进幅度大于轻工业。为此,应通过健全行业碳排放绩效测评体系、大力提高技术效率、继续推动技术进步、推行传统产业低碳化、低碳产业支柱化以及主导产业低碳化等措施提高工业碳排放绩效,促进城市低碳发展。Low carbon development is the only way to the ecological civilization construction, and the construction of low carbon industry with the characteristics of low energy consumption, low emission and low pollution will become the core and key of low carbon development in cities. The paper uses the DEA model to construct the Emission Performance Index based on the unexpected output C02 to measure and analyze the industrial carbon emission performance in low carbon pilot city Nanchang. The result shows that, during the 11th Five -year Plan period, although the carbon emission performance of Nanehang industry was not significant, it had been improved and the technology progress was the leading cause; it varied with different industries; the carbon emission performance of both heavy and light industries had been improved and the amplitude of the heavy industry was greater than that of the light industry. Therefore, measures should be taken to promote the urban low carbon development by perfecting the evaluation system of industrial carbon emission performance, promoting greatly the technical efficiencies, and improving the technical progress, low carbonization of traditional industries, pillarization of low carbon industries and low carbonization of leading industries.
