摘　　要：本文通过辨析日本大学自治的基本观念,梳理了历史上政府对私立大学管辖方式的变迁,比较了宽松政策环境下私立大学的几种治理模式,并以早稻田大学为案例进行深入剖析,逐层探讨了日本现代大学治理中分权与集权间的张力与平衡,揭示了日本大学治理模式变迁的根本动因。研究发现,为适应国际、国内竞争加剧的时代,日本私立大学理事会和教授会的权力天平开始摇摆,提升管理效率和自改革的命题日益凸显。In this paper, we study the tension between decentralization and centralization of Japanese private university governance step by step. To begin with, we provide a brief background on the basic ideas of university autonomy in Japan. Then we clarify the jurisdiction of the private university in history under the central government, compare several private university governance modes under the loose policy environment, and go into details of the Waseda University as a case. Finally, we find that in order to adapt to the era of international and domestic competition, the power balance between Japanese private university board and its faculty senate began to swing. The proposition about improving the efficiency of management and self-reforming must be more and more highlighted.
