灾后重建的历史文化名城保护:汶川地震的经验及其对芦山地震的启示

摘　　要：汶川地震和芦山地震使得众多极具特色的历史文化名城深受重创。汶川地震灾后依据各类条例规范,开展科学重建规划,系统指导名城建设,名城得到相应保护。通过总结汶川震后同步开展名城保护、及时评估名城价值、运用防灾减灾理念的经验和不足,从总体要求、保护规划、重建模式等方面对芦山地震灾区的名城保护提出建议。最后对完善我国名城保护相关法律法规进行了初步的探讨。Wenchuan Earthquake and Lushan Earthquake severely devastated a multitude of characteristic historic and cultural cities. After Wenchuan Earthquake, the cities obtained protection consequently through carrying out scientific reconstruction planning and systematically directing construction according to various types of ordinances and norms. By summing up the past experience and inadequacies of simultaneously carrying out city conservation, timely assessment of the value of the cities and using the concept of the prevention and mitigation in the disaster area after the Wenchuan Earthquake, the protection recommendations about the historic and cultural cities in the earthquake-stricken area of Lushan are introduced from the general requirements, protection planning, post- disaster reconstruction mode and other aspects. Additionally, the improvements of the laws and regulations on protection of the cities of our country are discussed.
