摘　　要：建设用地规模是城乡规划编制和管理的重要基础,而建设用地规模背后的实质是建设用地标准。在介绍现行规划建设用地标准的基础上,从"控制规模难落到实处、对新变化带来的冲击应对不足、规划管理阶段标准存在脱节"等角度分析了现行标准存在的不足。在综述现有相关研究的基础上,提出了"编制与管理并重、宏观与微观并重、共性与个性并重"的城乡建设用地标准优化和改进思路,构建了基于"城乡规划编制"和"城乡规划管理"视角的优化和改进策略。The quantity of construction land is the important basis of urban and rural planning and management, the potential essence is the standards of urban and rural construction land use. The paper analyses the shortages of current standards from the aspects of ＂the difficultly of controlling quantity, insufficient to deal with new changes, the apart of standards during planning management phase＂ based on introducing the current standards, it raises the optimization and improvement ideas about urban and rural construction land use standards included planning and management, both macro and micro, overall and local, builds the optimization strategy from the views of planning and management.
