摘　　要：本文总结了国外城乡规划评估体系的特点,分析了我国现阶段城乡规划评估的问题,结合我国城乡规划编制体系,提出完善城乡规划评估体系,建立了规划编制阶段评估、规划实施过程评估和规划实施结果评估的动态评估体系,构建一种将规划目标与手段、事实与价值整合的全过程评估机制模式和方法体系,以适应城乡建设发展变化带来的多变性。在城乡规划编制—审批—实施的各个规划管理环节中,持续监测规划实施趋势和环境影响变化,为应对规划实施中出现的不确定性因素提供解决方案。The paper sums up the characteristics of foreign urban and rural planning evaluation system, analyzed the present evaluation of urban and rural plan on China. To improve urban and rural planning evaluation system, established dynamic evaluation system includes planning stage assessment, planning implementation evaluation and planning implementation result evaluation. The aim is integrating the whole process of modalities and methodology assessment with objectives and means, fact and value. As well as it accommodates the variability of changes in the urban and rural construction and development. Planning and implementation of various planning management aspects, continuous monitoring of changes in trends and environmental impacts, and provide solutions to cope with the uncertainties in the planning and implementation.
