摘　　要：日益频繁的各类突发事件对城市的持续运行形成严重威胁,业务持续管理理论对城市系统安全运行规划提供了全新的视角和思路。将企业管理中的业务持续管理理论与城市系统安全运行的基本特点和要求结合起来,构建了以"业务冲击分析"为核心的城市持续管理规划的步骤框架,重点阐述了规划中的准备阶段、编制规划阶段、执行阶段和操作管理阶段的核心任务和基本方法,为完善城市应急管理预案、提升城市安全管理水平提供了政策建议。All kinds of emergencies increasingly threaten the continuous running of a city. Business Continuity Management （BCM） theory brings new perspectives and solutions to urban infrastructure system planning. This article, combining BCM theory with the characteristics and requirements of urban system running, established a framework for urban continuous running planning focused on ＂ business impact analysis＂, underscored the core tasks and fundamental method in each phrases, including preparation, planning, implementation and operation. It proposed policy suggestions for improving urban emergency plan and crisis management.
