举国体制发展中运动员利益补偿问题研究

摘　　要：采用文献资料法、问卷调查法、访谈法,对我国退役运动员安置现状和问题进行分析。从利益视角出发,探讨"谁来补偿""补偿什么""怎么补偿"的问题。认为:我国退役运动员安置主要包括自主择业、政府指导性安置、上学、政府指令性安置4种方式;利益补偿是退役运动员安置的关键影响因素;利益补偿应从单纯救济性补偿转变为能力性补偿;补偿标准主要包括运动员付出的成本、运动员行为产生的经济效益以及社会效益3个方面内容。This paper used the methods of literature review, questionnaire, and interview to analyze the athletes＇ current placement situation and problems. From the interest perspective, the paper discussed such problems as who, what and how to compensate. It draws the conclusion that the placement methods for China＇ s retired athletes include self-choice profession, the instructive government placement, going to college and the directive government placement. In addition, as the key factor in the placement of the retired athletes, interest compensation should turn from relief compensation to capacity compensation. Its standard covers 3 elements, that is, the cost the athlete has paid, the economic benefits and the social benefits resulted from the athlete＇ s behaviors.
