摘　　要：药事法的基本原则是药事法基础理论问题的重要组成部分,是指导药事法的制定和实施等活动的基本准则,是人们对药事法规范的精神实质的概括,反映着药事法的价值和目的所在。它不仅能指导药事法的规范运行,而且在当药事法规范与社会生活矛盾出现缺位时,可指导人们做出正确的判断和活的规范。目前,我国对药事法基本原则的研究还处于空白状态,对这一基础理论的研究势必有力推动我国药事法基础理论研究的深入发展,也有利于推动医药卫生事业健康快速的发展。Basic principle of Pharmaceutical Affairs Law （ PAL as follows） is the vital part of theoretical issues of PAL. It is the fundamental standards of making and implementing related laws and other activities. Furthermore, it is the essential ge correlative laws and neralization of the criterion of PAL perceived by human regulations. In other word, it can not only pledge the beings, reflecting the values and aims of operation of PLA regularly, but also in- struct people to make correct and righteous judgments. However, so far the study on basic principles of PAL in China still has been a gap. Therefore, this paper will definitely infuse the deep developments into theoretical analysis based on PAL, and it will be beneficial to Chinese medical and public health care.
