瑞典可持续社区建设对中国的启示

摘　　要：介绍了瑞典哈默比湖城和斯德哥尔摩皇家海港两个可持续社区建设项目在环境与可持续目标设定、监测和评价,面向可持续发展的整合式系统规划方法以及城市规划中各方的参与与合作等方面的经验,对两个项目的经验进行了对比和总结。同时,对我国可持续社区规划与建设中的问题,包括政府对开发地块的监管、城市规划与管理的方法程序、可持续目标的设定和监控,以及规划和建设中各方如何明确责任、平衡利益等问题进行了反思,提出了相应的建议。By examining two sustainable community construction projects--Hammarby SjSstad and Stockholm Royal Seaport, this paper introduces the setting, monitoring, and evaluation of environment and sustainability objectives, the integrated and sustainable development-oriented planning methods, and the experience in the participation of and cooperation between different stakeholders of the planning. The paper further compares and summarizes the experience of both cases. On such a basis, this paper re-examines the problems in China＇s sustainable community planning and construction, including the government＇s control over land development, the methods and procedures of urban planning and management, the setting and monitoring of sustainability objectives, and how to identify the responsibilities of relevant parties and balance their interests. Finally, the paper proposes some corresponding suggestions.
