政府干预、环境污染与企业环保投资--基于重污染行业上市公司的经验证据

摘　　要：地方政府对企业的行政干预是否改善了地区环境质量,地区环境污染是否是企业环保投资决策考虑的重要因素。针对这两个问题,文章分别以省际面板数据和重污染行业上市公司环保投资数据进行了实证检验,研究发现,政府干预越严重的地区,环境污染越严重;环境污染不是企业做环保投资决策考虑的因素;政府干预对企业的环保投资决策没有影响;国有企业与民营企业相比进行了更多的环保投资。Has government intervention improved the quality of local environment？ Is the environmental pollution the important factor that affects the decisions of corporate environmental protection investment？ Based on the data from provin- cial panel data and listed companies of heavy pollution industries, this paper investigates those two questions. We find that, the more government intervention, the heavier the environmental pollution. The environmental pollution and government in- tervention don＇t affect the decision of corporate environmental protection investment. The state - owned enterprise invested more than private enterprise did.
