摘　　要：电子政务是依托互联网的信息传播技术而发展起来的一种新型行政管理模式,电子政务对内打破行政主体之间纵向和横向的壁垒,实现信息无缝隙快速传播;对外消除了行政主体和公众之间的信息不对称,终结了行政主体的信息垄断地位,使得多元化的行政治理模式取代单一制行政管理模式成为现实。电子政务以其开放性的构造奠定了行政管理多元化治理的基础,以其扁平化的机构打造了行政管理多元化治理的组织,以其开放性的程序完善了行政管理多元化治理的途径。E-government is a new mode of public administration based on Internet which breaks the hindrances among administrative subjects and can realize the seamless transmission of information.By eliminating the information asymmetry between administrative subjects and the public,e-government stops the former information monopoly of the administrative subjects which finally helps the multiple management system take the place of the unitary mode of management.With its flexible flatting organization to organize the multiple management system,and with its open application to improve the way of the multiple management system,the open construction of e-government laid a foundation for the multiple management system.
