摘 要:为确保禁采区所在地政府积极参与禁采管理,并体现采砂收益的公平分配,研究了采砂收益分配机制。在禁采区参与采砂收益分配的合理性分析的基础上,应用博弈论的方法,建立了禁采区与上级水行政管理部门的收益矩阵,确定了禁采区的分配标准、分配方法及分配资金来源,指出应由省级水行政管理部门主导,按可采区和保留区的采砂量每单位砂石资源提取定额的分配专项资金,对禁采区所在采砂管理部门进行补偿。In order to ensure the local government of prohibited area to carry out the management actively, and to re- flect the equitable distribution of profits in sand mining, this paper studies distribution mechanism of sand mining in the prohibited area. Based on a set of analyzing data aimed at the important role of prohibited area in the sand mining admin- istrative, we use the game theory to set up allocation model and confirm allocation standard, method and the source of al- location funds in prohibited area. By studying above aspects, we can draw the conclusion that under the auspices of pro- vincial sand mining administration office, compensation in the prohibited area of local sand mining administration office will apply in accordance with the apportioned special funds obtained from sand resource per unit in sand mining production in the allowed mining area and in the preserved mining area.
