全球化背景下公民意识的显性变迁、隐性影响与中国的构建机遇

摘　　要：全球化作为一种历史进程,已经从经济全球化逐步扩展为政治、文化(社会)全球化。在此背景下,"公民意识"发生了三个显性变化:内容上从国家公民意识扩展至世界公民意识、传播上发生了速度和广度的明显加速现象、重要性上成为三元社会权力结构的关键适配器。由于"公民意识"的显性变化,导致了三个隐形影响:容易发生"认同让渡"、容易导致"合法性"危机、公民意识发展具有不可逆性。由此,笔者提出了两方面的政策建议:在中国"公民意识"内化问题上,关键是增加国家权力主动性,整合法律、指导行政,注重柔性原则,提供"完全公民待遇"的公共产品;在中国"公民意识"外化问题上,关键是提供"准公民待遇"公共产品、对部分优秀人才实施类似放宽"双重国籍"等待遇,增加道德普适性。A historical evolution, globalization extends itself from economic to political to cultural fields. Consequently, ＂civic awareness＂ has obviously changed in terms of extending national awareness to global awareness. The spreading of the awareness has speeded up, becoming gradually a core adaptor of the ＂ternary power of social structure＂. As a result, three invisible affects need to be taken into consideration： diverted identity nationals, crisis of political legitimacy, and desire for stable two polic initiative ＂civic awareness＂. To handle relevant problems, y recommendations are offered. Internally, the state power needs to maintain more ambition and provide more ＂public goods＂ to nationals; Externally, the state power should provide similar means and enhance moral universality of ＂civic awareness＂
