摘 要:平原煤炭开采造成的大规模地面沉陷和沉陷洼地积水是淮南煤矿开采区主要的环境地质灾害问题,严重影响区域社会生产与生活。另一方面,淮河中游本段地势低平,气候多变,不少年份洪涝旱灾并存,而区域内水资源调蓄工程不足,迫切需要改善。将沉陷积水洼地改造建设为具有综合功能的蓄洪与水源工程,是一个具创新意义和现实意义的采煤沉陷区治理思路,可趋利避害,为提高区域防洪、除涝和水资源保障的能力服务。本文基于淮南采煤沉陷区蓄洪除涝与水资源开发利用的研究需求,构建了较为系统的技术研究框架,以期为支撑实际的沉陷区治理与综合利用提供技术研究思路。Large-scale ground subsidence and subsidence depression water accumulation caused by plains coal mining are major environmental geological disaster problems for Huainan coal mining area. They seriously affect the regional social production and life. In addition, mid-stream section of Huaihe River is low-lying with climate variability. Drought and flood coexist for many years, while regional water storage project is insufficient, and should be improved urgently. Reconstruction of subsidence water accumulation low-lying land into flood accumulation and water source project with integrated functions is a coal mining subsidence governance concept with innovative and practical significance. It can avoid disadvantages and serve for improving the regional flood control, water-logging elimination and water protection capability. More systematic technology study framework is established on the basis of research demand of flood accumulation, water-logging elimination as well as water resources development and utilization in Huainan coal mining subsidence area, thereby providing technical research ideas for supporting practical subsidence governance and comprehensive utilization.
