摘　　要：商业化信息资源数据库已成为网络学术信息的主流载体,数据库商为了追求自身利益的最大化,往往通过"资源独占"、"捆绑销售"、"技术控制"、"政策优势"等方法增强自身的垄断地位,阻碍了知识的有效传播,损害了知识受众和著作者的权益。采取"开放存取"、"买断服务"及"资助开放出版"等知识信息获取方式能够缓解当前存在的问题;数据库朝向更专业化的细分业务方向转型发展是一种必然趋势;从国家层面完善知识产权保护法和反垄断法是解决问题的长效机制。Commercial information databases have become the mainstream of online academic information publishing. In order to pursue the maximization of their own interests, database providers often enhance their monopoly position through ＂Resource Monopolize＂, ＂Technical Control＂, ＂Policy Dominate＂ and some other methods. But these methods hinder the effective dissemination of knowledge and information, and even damage the rights of knowledge receivers and contributors Multi-channel access to information such as “Open Access”,“ Outright Purchase Service” and Sponsor Open Publishing could alleviate existing contradictions. The essential way for database＇ s transition is to be more specialized segments. The long-term mechanism is to develop and improve protection law of intellectual property and anti-monopoly.
