摘 要:科学合理的评标标准和方法是甄选具备优秀绿色施工能力的投标人参与绿色建筑实践的关键.尤其是评标指标权重确定,应该充分综合业主、从事绿色建筑的经济技术专家、学者、政府主管部门以及施工企业等多方意见.对FAHP赋权方法进行改进,定义0.1~0.9三角模糊标度,运用模糊平均算子和三角模糊变量期望处理多方专家对指标重要性的评判,构建模糊互补判断矩阵并计算评标指标权重,在此基础上建立评标模型.算例分析验证该模型的有效性和实用性.The key point to select an excellent bidder of green construction capacity to participate in green building is having a set of scientific and reasonable bidding evaluation standard and method. Especially determining the bidding evaluation index weights, must consider those various opinions of the owners, the economic and technical experts or aca- demics who are engaged in green buildings, the government departments and the construction enterprises and so on. This article put forward an improved FAHP weighting method, by defining 0.1~0.9 triangle fuzzy scale, using fuzzy average operation and expectation of tri- angular fuzzy variables to process the index importance judgments from different opinions, then setting up a fuzzy complementary judgment matrix to calculate the weights of evalua- tion index, and finally designing a bidding evaluation model on the basis of the above. The validity and practicability of this model is verified through examples in the final part of this paper.
