摘  要:知识元模型能够为突发事件应急管理中不同学科、不同结构的信息、知识和模型组织和管理提供统一表示描述方式.首先对突发公共事件进行层次分析,按系统论观点,对突发公共事件应急管理分为客观事物(承灾载体)系统、突发公共事件系统、应急管理活动系统三个系统,然后基于基础知识元模型从知识层面对客观事物(承灾载体)、突发公共事件、应急管理活动抽象表示,建立突发公共事件领域客观事物(承灾载体)系统、突发公共事件系统、应急管理活动系统相对应的知识元模型,并抽取出知识元之间的相互关系.并以煤矿事故应急管理为例进行验证,结果表明所建立的知识元模型及关系正确、合理.Kowledge element can supply the unified represnetation and description way to the organization and management of the information, knowledge and model of the different subject and structure in the emergency event management domain. In this article, we firstly gave the hierarchy analysis of the emergency event. According to the systematic view, the emergency management includes the objective things system(the disaster supporter system), the emergency event system and the emergency management system. Secondly, we abstractly represented the objective things system(the disaster supporter system), the emergency event system and the emergency management system from the knowledge layer based on the basic knowledge element model, then set up three kind knowledge elemnet models which are re- spectively corresponding to the objective things system(the disaster supporter system), the emergency event system and the emergency management system. Thirdly, the relationship among the objective thing knowledge element, the emergency event knowledge element and the emergency management element axe extracte.Finally, the example which is of the emer- gency management of the coal mine event to illustrated the research result is gaven, this showed the knowledge element model and their relationship which is put forword are correct and reasonalbe.
