重塑我国矿产资源勘查开发格局的初步思考

摘　　要：本文在前人研究基础上,综合考虑勘查开发的内生属性和外在约束等要素,重新厘定矿产资源勘查开发格局的内涵,即勘查开发格局包括矿种格局、空间格局、时序格局、管理格局等四方面的内容。以此为基础,结合我国勘查开发格局现状及存在的问题,探讨重塑勘查开发格局评价指标体系的构建以及如何应用该指标体系促进勘查开发格局优化的思路。最后,就保障勘查开发格局得以重塑的机制体制,提出明晰政府定位、强化服务和监管,健全管理制度、加快矿业权市场改革,明确投资主体、完善收益分配制度等方面的政策建议。Based on the former study,the exploration and development configuration is defined that is mineral species configuration,spatial configuration,temporal configuration,and management configuration,with taking its endogenous properties and external constraints into account.Then the constructing thinking and application of exploration and development configuration evaluation system is put forward.At last,the paper proposes how to optimize the institution mechanism in favor of reforming mineral resources exploration and development configuration,and they are clearing government position,enhancing services and regulatory,improving management system,accelerating the reform of mining rights market,clearing investment entities,improving the income distribution system,etc.
