摘　　要：在中俄《声明文件》、《中俄蒙协约》这些不平等条约签约谈判过程中,北京政府力图减少中国领土主权的损失,最后迫不得已才吞下了苦果。俄国"十月革命"爆发后,北京政府抓住有利时机,采取比较有力的措施,促使外蒙古统治集团呈请取消了"自治",废除了《中俄蒙协约》。In the course of negotiation on Sino-Russian declaration and China,Russia and Mongolia Treaty,Beijing Government attempted to reduce the loss of sovereignty,and had to swallow the pain at last.After the October Revolution,Beijing Government took the opportunity to promote the Mongolia hierarchy abolish China,Russia and Mongolia Treaty and abandoned its independence policy.
