摘　　要：煤炭矿业权审批制度改革顺应我国行政审批制度改革大势,对于我国煤炭产业健康发展意义十分重大。首先概述了我国煤炭产业政策的历史沿革,指出了"十二五"时期煤炭产业发展形势,分析了煤炭矿业权审批制度改革的必要性,总结了煤炭矿业权审批制度改革的实践经验,最后提出了完善煤炭矿业权审批制度改革的六项制度措施。The reform of approval system on coal mining right is very important to the sound devel opment of coal industry. The history of coal industry policy in our country was described firstly. Then the development tendency during the next National Twelfth Five Year Plan period, the ne cessity of approval system reform and the practical experience of the reform work were analysed in the paper. Six measurements was given in the end to promote the reform work.
