摘　　要：国际政府组织与国际非政府组织自国联时就建立了短暂的合作关系,虽然没有法律制度作支撑,但作用也很显著。自联合国宪章的第71条正式规定了与国际非政府组织建立咨商关系始,两种国际组织就开始建立广泛的密切联系。考察两者关系的性质,不能完全定位为合作的性质,其中也有国际政府组织对国际非政府组织的管制性质。这两种性质关系的建立,都发挥着非常重要的及不可替代的作用。The role of international governmental organizations and international non-governmental organizations （INGOs） is distinguished. They have established a brief season of cooperative relations since the league of nations without the support of legal system. The two kinds of organizations begin to build closer relationship since issuing the regulation of Arti The cooperative and the deficiencies also of self-development. cle 71 of the Charter of UN. Apart from the cooperative nature, the nature is also regulatory. regulatory relationships between them play an important role in international governance. But exist in the two relationships because of the difference of their legal status and their limitations
