新农合制度下北京农村医疗救助制度现状与问题研究

摘　　要：当前在北京市农村,医疗保障的主体制度是新型农村合作医疗制度,从实践中看,农村医疗救助是新农合制度的补充和完善。但二者又是性质不同的两种制度。当前北京市的医疗救助制度还存在一些问题:由于医疗费用上涨较快,医疗救助资金相对不足;确定医疗救助的对象的方法还有待改进;医疗救助在救助内容医疗救助以大病救助为主,门诊的补偿力度较小。未来应当把医疗救助制度与新农合制度有效衔接,参照国外模式建立医疗救助基金,提高基金运作效率,实现基金的保值与增值;严格实施救助审批程序,动态管理救助对象,同时重视门诊补偿和疾病的预防。In Beijing countryside, the main body of medical security system is New Rural Cooperative Medical System, medical assistance is a supplement to New Rural Cooperative Medical System. Due to rapidly rising medical costs, medical relief fund relative shortage the methoel, to determine the object of medical relief remains to be improved. Medical treatment in the content is given priority to serious illness. In the future shall be put into the health care system and medical assistance system construction plan of the entire social security system construction and imple- mentation. Health care system and medical assistance system should be put into the entire social security system construction and implementation, the approval process should be stricted, the dynamic management of relief objects, maximize the realization of the fairness of medical relief.
