摘　　要："黑九月"恐怖风暴是一场具有重大地区和国际意义的军事、政治行动,它对巴勒斯坦事业造成了双重影响:一方面,它提振了巴勒斯坦人的士气,一度赢得了许多阿拉伯国家的支持,达到了引起世人关注巴勒斯坦事业的目的,打开了巴解组织外交的新局面;另一方面,"黑九月"大规模恐怖和滥杀无辜的做法严重败坏了巴勒斯坦人的形象,不仅遭到了国际社会的厌恶、谴责和反对,而且引起了针对巴勒斯坦人的联合反恐,以及以色列的疯狂报复,巴解组织及其武装受到打压,严重影响了争取巴勒斯坦事业的努力。Black September＇s terrorist storm was a military and political action of great regional and international signifi- cance, which brought about dual influences ： on the one hand, it boosted the morale of the palestinians, once won the support of many Arab countries, achieved its goal to draw world people to pay close attention to the Palestinian cause, and opened the new diplomatic situation of PLO. On the other hand, Black September＇s action of large-scale terrorism and the massacre of the innocents seriously tarnished the image of the palestinians, not only denounced, disgusted and opposed by the international community, and caused the joint anti-terrorism against the palestinians and Israel＇s crazy revenge, which pressed and restricted PLO and its armed forces, thus caused serious impact on the efforts to fight for the Palestinian cause.
