摘　　要：日本是能源极度匮乏的国家,通过节能减排、储备能源、进口渠道和消费结构多元化,解除能源危机、实现经济高速发展。分析了日本能源储备、消费、供应、对外依存、消费结构等情况,总结了日本能源的法律框架、激励措施和推进节能减排的各种举措,为中国开展节能减排工作提供借鉴,提出了深入推进节能减排工作的建议。Japan is a country with a terrible shortage of energy,relieve the energy crisis and achieve high speed economic development through energy conservation and emissions reduction, energy reserves, diversification of import channels and consumption structure. The Japan energy reserves, consumption, supply, foreign dependence, consumption structure, etc. have been analyzed. The Japan energy legal framework, incentive measures and energy conservation emission reduction promoting measures have been summarized, providing a reference for China with some proposed advices for further energy conservation emission reduction work.
