新型城镇化导向下的上海新市镇发展思考——以浦东新区航头镇为例

摘　　要：新型城镇化对上海新市镇的发展具有重要意义以浦东新区航头镇为例，在着重分析其实现新型城镇化的发展困惑的基础上，结合《航头镇镇区结构规划》提出，航头镇应在以下三方面实现发展理念的变革．发展重心：商贸重镇也要宜居宜业、休闲生态；发展路径：从物流驱动到创新驱动、区域整合；发展步骤：从关注现实利益到着眼长远发展一并从规划方法和规划内容两方面提出相应的规划对策，包括：更细致的研究、分析与编制，从粗放式编制转向针灸式治疗，沪南公路的角色转变与分段发展，工业区的渐进转型、城市反哺与智慧驱动，商贸中心的复合、升级、完善与弹性发展、New urbanization is of great significance to the towns in Shanghai. Taking Hangtou Town in Pudong New Area as an example, the article analyzes the challenges facing the town. It then points out that the town should aim at three transformations：l） in temls of development focus, the trade town should al so be livable and full of recreational opportunities; 2） in terms of development path, its current attention on the movement of goods should be switched to inno vation and regional integration; 3） in terms of development step, current concern ing about shortterm interest should be reoriented toward the future. The article also provides suggestions on improving existing planning method and solving plan ning issues related to the role of Hunan highway, the gradual transformation of industrial area, feedback to cities, innovation, and developing specialized market.
