摘　　要：在研究防洪基金与洪水保险之间关系的基础上 ,指出防洪基金的建立可以弥补洪水保险中存在的缺陷 ,加强防洪能力 .防洪基金应由国家各级政府及防洪保护区内的受益者共同负担 ,据此 。The paper points out the foundation of flood control fund which can compensate defect exiting in flood insurance and reinforce capacity of flood control after studying the relationship between flood control fund and flood insurance. Flood control fund should be together burdened by governments of all levels and benefited people in flood control protection region. On these ground, via applying mathematical optimization method, a flood control fund model is established to confirm flood control protection fee rate paid by benefited people.
