摘  要:结合我国实施西部大开发战略的要求 ,分析了黄河待建的大柳树、碛口、古贤三座骨干工程开发的必要性和迫切性。古贤水利枢纽具有防洪、减淤、灌溉、供水、发电等重要作用。防洪方面 ,一是减少禹门口—潼关河段洪灾损失 ;二是减少干流洪水倒灌渭河、汾河的机遇 ,减轻该地区的洪灾损失。减淤方面 ,可减轻禹门口—潼关河段淤积 ,抑制潼关高程和渭河下游河道淤高 ;与小浪底水库联合运用 ,进一步减轻下游河道的淤积 ,对保证黄河长治久安有重要作用。灌溉供水方面 ,为渭北、晋南干旱缺水高地城市生活、农村人畜、工业、农业及生态用水提供水源保证和引水条件。发电方面 ,可缓解西北电网和山西电网电力系统电力电量不足特别是调峰容量严重不足的局面。建议在小浪底水利枢纽即将建成的情况下 ,不失时机地抓紧开展前期工作 ,争取“十五”计划末期开工建设 。The urgency and necessity of development of three key future projects, Daliushu, Qikou and Guxian, in the Yellow River are analyzed in the paper through combination with consideration of the requirement for implementation of western China development strategy. Guxian key hydraulic project will play important roles in flood prevention, sedimentation reduction, irrigation, water supply, power generation and so on. As to flood prevention, the project will on one hand alleviate loss from flood disaster in the reach from Yumenkou to Tongguan, and on the other hand decrease the probability of backwater into the Wei river and Fen river, thus lighten the loss from flood in the lower Wei river and Fen river. In the aspect of sedimentation reduction, construction of the project can deduct sedimentation in the reach from Yumenkou to Tongguan, control the rising of Tongguan elevation and river channel going up by sedimentation in the lower Wei river, if operates under combination with Xiaolangdi Reservoir, sedimentation in the lower Yellow River will be further more reduced that is of significant effect on assurance of long term safety of the Yellow River. As to irrigation and water supply, the project will be able to provide water source and water diversion condition for urban living, rural living and livestock water consumption, as well as water utilization by industry, agriculture and ecological requirements in dry plateau area in northern of Wei river and southern part of Shanxi province. As to power generation, it will improve the situation of deficiency of electricity especially shortage of adjustable capacity in peak using time in northwestern China electric network and Shanxi electric network. It is suggested that the preparation for the project should start grasp the chance of before the Xiaolangdi key hydraulic project soon complete construction, to strive for beginning project implementation before the end of “National Tenth Five Year Plan” Period, which will lay important foundational facility for smooth impl
