摘 要:统计分析信阳市洪涝灾害的基本特征,运用灾害系统理论,对信阳市洪涝灾害的成因机制进行分析,结果表明:信阳市洪涝灾害频发,灾情严重,年际变化大,季节分布不均,区域差异显著。信阳市在孕灾环境、致灾因子、承载体等方面具有洪涝致灾的有利条件,洪涝灾害的发生是本区域孕灾环境、致灾因子和承灾体之间共同作用的结果。结合信阳市洪涝灾害实际,合理的工程建设与非工程措施是有效减轻洪涝灾害的重要途径和对策。By the statistical analysis on characteristics of flood, using the disaster system theory, the paper analyses the mechanism of the flood disaster formation of Xinyang City. The flood disaster happened frequently in Xinyang City. It not only caused serious damage to agriculture, industry, transportation, communication, but also endangered the safety of human life. It has distinct interannual variability, certain continuity and periodicity. The flood disaster has uneven seasonal distribution and significant regional differences. Xinyang City has favorable con- ditions of flood disaster in the aspects of disaster-breeding environment, disaster-causing factors, and disaster bear- ing body. The flood disasters in Xinyang City is the consequence of the interaction of disaster-breeding environ- ment, disaster-eausing factors, and disaster bearing bodies. Combined with practical flood disasters of Xinyang Cit- y, the reasonable engineering construction and non-engineering measures are important and effective countermeas- ures for reducing flood disasters.
