摘 要:黄河龙羊峡以上地区,是黄河流域径流的主要来源区,高程较高、气候恶劣、生态环境脆弱,同时,该河段水力资源丰富且具有水电梯级开发的地形条件。通过对梯级开发条件的分析,认为龙羊峡以上河段应以生态环境保护和水源涵养保护为重点,在保护生态基础上有序开发水电资源;其中吉迈—沙曲河口河段建议六级开发,玛曲—羊曲河段为梯级开发的重点河段,推荐安排四级开发,其他河段应以生态保护为主,规划期内不宜安排梯级开发。The stretch upstream of Longyangxia is the main runoff source area of the Yellow River with high elevation, bad climate and vulnerable eeo-environment, and meanwhile, it features as rich hydraulic water resources and favorable topographic condition for cascade hydropower develop- ment. Based on the analysis of cascade development condition, it was thought in this paper that eco-environment protection and water conservation should be the main work for this stretch, and orderly and rational hydropower development could be conducted on the basis of eco-environment pro- tection. In this stretch, development in 6 cascades was proposed for the region from Jimai to Shaqu River estuary, development in 4 cascades was recommended and arranged far the important region which was from Maqu to Yangqu, and for other regions the primary position and cascade development would not be conducted in the planning stage. protection should take
