摘　　要：从协调水沙关系、解决宁蒙河段防洪防凌问题、黄河水资源合理配置、区域生态建设、西北电网和西电东送的稳定安全运行等方面,分析了黑山峡河段开发的功能定位和开发任务,即:协调水沙关系和防洪防凌;协调水量调度和发电运用之间的矛盾,充分发挥水资源综合效益;为附近地区供水,改善生态环境;合理配置全河水资源,满足国家长远发展战略需要。This paper analyzed the function orientation and development task of Heishanxia reach development program from the aspects of coordina- ting the relationship between water and sediment, solving Ningxia-Inner Mongolia reach ice flood control problems, the Yellow River water resources rational allocation, the regional ecological building and the northwest power grid security and stability operation, i.e. to coordinate the relationship between water and sediment and flood control and ice control; coordinate the contradiction between the water dispatching and power use and give full play to the comprehensive benefits of water resources ; supply water for nearby region and improve the ecological environment ; rationally allocate the whole river water resources and meet the national needs of long-term development strategy.
