摘 要:在分析黄河流域灌溉、节水现状的基础上,结合流域水土资源条件和粮食安全需求等,提出了黄河流域灌溉节水、灌溉发展以及流域灌溉发展重点布局等。黄河流域现状有效灌溉面积570.4万hm2,工程措施节水灌溉面积251.3万hm2。流域灌溉发展的首要任务是实施灌区节水与续建配套工程,规划到2030年完成灌区节水改造517.3万hm2,农田节水率由现状的48.5%达到89.2%。结合灌区续建配套、黑山峡生态灌区以及部分浅山丘陵区灌溉发展等,规划到2030年,流域有效灌溉面积达到658.8万hm2。Based on the analysis of the current situalion about water-saving irrigation of the Yellow River basin and combined with the water and soil resources, food security requirements, this paper put forward the development of water-saving irrigation and the layout of irrigation development of the Yellow River basin. At present, the effective irrigation area of the Yellow River basin is about 5. 704 million hm2 and the water saving irrigation area with engineering measures is 2. 513 million hm2. The primary task of irrigation development is implementation of water-saving irrigation and building of irrigation engineering. By 2030, the planned water-saving irrigation area of the Yellow River basin will be 5. 173 million hm2 and water saving rate will be increased from the present 48.5% to 89.2%. Combined with the implementation of water-saving irrigation and irrigation devel- opment of Heishanxia irrigation area, the effective irrigation area of the Yellow River basin will be reached to 6. 588 million hm2 by 2030.
