摘　　要：根据黄河流域及河流生态系统特征,从流域水生态系统保护层面出发,指出湿地和鱼类栖息地规模和质量是黄河河流健康的重要标志,是黄河水生态保护的重点关注对象。在黄河水生态状况评价及问题识别的基础上,明确各区域(河段)水生态保护目标,提出黄河上中下游及源区、河口水生态保护与修复总体布局,制定重要断面生态需水指标及保障措施,提出了重要湿地和重要鱼类栖息地等保护与修复的措施。Based on the characteristics of the Yellow River and fiver ecosystem, and taking the level of basin water ecological system protection as the starting point, this study determined the objects and objective and direction of program of water protection of each region （ reach）, and pointed out that the scale and quality were both the important symbols of fiver health of the Yellow River and the important objiects of water ecological pro- tection of the Yellow River, also proposed the overall arrangement of water ecoglogieal protection and restoration in the upper, middle and lower rea- ches, headwaters region and the estuary of the Yellow River, and formulated the safeguard measures and indicators of ecological water requirement of important section and finally proposed the measure systenn of protection and restoration of water ecology and important wetlands and fish habitats.
