摘　　要：公共信息服务的实现是建立在系统的政策保障基础之上。在公共信息服务政策内容的系统设计上应遵循全程设计、前端重点设计、以人为本的设计和评估基础上的动态设计等原则。其政策内容包括:公共信息资源积累与建设政策、公共信息资源开放存取与共享政策、公共信息资源产权保护政策、信息产品与服务质量监督保障政策、公共信息消费激励政策、公共信息资源安全管理政策等。The realization of public information service is based on the systematic policy guarantee. The system design of public information service policy content should follow the principles of whole course design, front end priority design, people-oriented design, and dynamic design based on assessment. The policy content includes public information resources accumulation and construction policy, public information resources open access and sharing policy, public information resources property protection policy, information product and service quality supervision and guarantee policy, public information consumption encouragement policy, and public information resources security management policy.
