摘　　要：公共项目建设存在资金需求大、融资难、效率低等问题,BLT(Build-Lease-Transfer)即"建设-租赁-移交"模式作为BOT融资模式的一种延伸,在一定意义上可以看作是EPC总承包与融资租赁的组合。通过与BOT融资模式对比分析,总结BLT模式的特点,构建BLT模式运行机制;提出其运行环境要求及实施条件,期望为BLT模式的应用提供理论支持。Currently public projects have problems about large capital demand, financial difficulties and low efficiency. BLT （Build-Lease-Transfer） mode as an extension of the BOT, in a certain sense, can he seen as a combination of EPC mode and financial leasing. By the comparative analysis of the BLT mode and the traditional BOT financing construction mode, getting the features, then buiht the BLT mode operation mechanism; propose its operating environment requirements and conditions for implementation to provide theoretical support to the application of BLT mode.
