责任政府语境下失地农民的困境及对策

摘　　要：征地补偿制度执行偏差,社会保障制度缺陷,失地农民多元救助缺失是失地农民目前面临的三大困境。加强就业前技能培训立法,多维主体供给农村经济发展支持,加强基层公共服务系统中就业前服务功能的建设则是有效解决失地农民生存困境的有效举措。作为责任政府,应当基于现阶段土地公有制下以土地、劳动、技术和管理作为分配构成要素的初次分配制度改革入手,建立适合社会主义公有制的城乡分配制度,是当代中国社会走进现代化应对失地农民再就业的根本性决策。Implementation deviation of land expropriation compensation system, the defects of social security system, missing of land-lost farmers multivariate was three major difficulties that the land-losing farmers were facing. Strengthening employment skills training legislation, supplying rural economic development by multidimensional principal, strengthening the construction of employment service function in the basic public service system was an effective measure to effectively solve the land-lost farmers survival plight. As responsible government, based on he primary distribution system reform with land, labor, technology and management as distribution components under the public ownership of land, urban and rural areas distribution system that was suitable for the socialist public ownership were established. It was fundamental decision to re-employment of land-lost farmers at the present syage.
