我国重要农产品价格调控政策评价及对策建议

摘　　要：基于21省市生产者、经营者和消费者的问卷调查数据,分别从重要农产品价格调控政策评价、调控时机选择和调控手段选择等方面对居民关于重要农产品价格调控的认同程度以及改进调控措施进行了考查。研究表明,当前农产品价格调控政策整体效果一般,只有粮食价格调控效果较好,生猪、蔬菜和食用油价格调控效果一般。应提高农产品生产能力,稳定农产品供给;完善粮食收储制度;加强冻猪肉和生猪活体储备建设,加快推进生猪规模化养殖;减少蔬菜流通环节,完善信息发布;增加食用油市场竞争度。This paper studied residents＇ selection about the recognition of government regulation and proposal on the important agricultural products price based on the survey of producers, operators and consumers in 21 provinces. We mainly asked respondents about views on evaluation of regulatory policies of agricultural products, selection of regulation time and means. The study showed that the effects of the regulatory policies of the current prices of agricultural products lower than expected. Only the regulation of grain prices obtained higher recognition from respondents, while the police effects of the pigs, vegetables and edible oil price were not obvious. Therefore, we should enhance the agricultural production capacity, stable supply of agricultural products, improve the grain storage system, strengthen the construction of reserve of frozen pork and live pigs, promote the large-scale pig breeding, reduce the steps of vegetable circulation, perfect information dissemination, and encourage competition in the edible oil market.
