东北地区制造业发展模式的现行特征及转型路径

摘　　要：在老工业基地振兴过程中,实现制造业的可持续发展至关重要。东北地区制造业是在丰富的资源保障、独特的地理区位、特定的历史积淀、比较保守的人文传统的条件下发展起来的,逐步形成了以政府主导、重工业发展迅速、体制机制僵化、资源依赖度较高为特征的粗放式发展模式。在机遇与风险并存的后危机时代,东北地区制造业发展模式的转型迫在眉睫。大力发展生产性服务业及具有后发优势的新兴产业、积极鼓励民营经济发展壮大和培育制造业产业技术创新战略联盟将有利于东北地区制造业发展模式成功转型。It is vital to realize the sustainable development of manufacturing industry in the course of revitalizing of the old industrial base. Manufacturing industry is developed in rich resources, in unique geographical location, historical accumu- lation, the more conservative tradition conditions in northeast China, which formed the characteristic of extensive development pattern leading by the government, the rapid development of heavy industry, rigid system, and the higher of resource depen- dence degree gradually. In the post crisis era, which coexists of the opportunities and risks, the transition of development model of manufacturing industry is imminent in northeast China. To develop the productive service industry vigorously, accel- erate the emerging industry with the advantages of backwardness, encourage the development of private economy grow actively, foster the strategic alliance of the technology innovation of manufacturing industry, which are the strategic choices of the tran- sition of development model of manufacturing industry in northeast China.
