推进城乡体育一体化发展的思考

摘　　要：没有公共体育的平衡与协调,市场经济下的城乡体育一体化推进将举步维艰。面对目前我国公共体育产品供给还不能满足人们的需求、公共体育服务有待于进一步提高与完善的矛盾,以及传统观念和农民文化的制约,二元分割的政策体制、市场竞争引发的城乡体育差距扩大的现实,从公共体育方面需求突破,均衡社会基本福利水平,实现城乡公共体育一体化是城乡社会共同均衡发展的基本要求。今后需要有效提升农民的体育价值观念;加强创建农村与城市体育对接和融合的条件,重点提高农民的经济收入;强化政府服务职能,合理引入市场机制。按照城乡体育统筹发展的要求,实现从"管制政府"向"服务政府"转变,从"权力政府"向"责任政府"转变,通过政策、制度等促进城乡体育资源协调配置,推进城乡体育平等与融合发展。It is known that if without the balance and coordination of public culture, it is quite hard to push forward the urban and rural sports integration under the circumstance of market economy. The current public sports supplies can not meet the demands, the public sports services need further improvement and perfection, as well as the restrict from traditional ideas and farmers＇ culture, the expanding difference between urban and rural sports development initiated by binary segmented poli- cy system and market competition, so it is fundamental for us to effectively cultivate farmers＇ sports values, provide the conditions for making urban and rural sports coordinate with each other, focus on increasing farmers＇ incomes, enforce governments＇ service function and introduce rational market mechanism. According to the overall urban and rural sports development request, the government needs transfer it＇ s role from ＇ controlling＇ to ＇ serving＇ , from ＇ authority＇ to ＇ responsibility＇ , so that we could allocate urban and rural sports resources properly by means of policies and rules and push forward sports developments of both sides to the level of equality and integration.
