摘　　要：章程建设是现代大学制度改革的重要内容之一.新建本科院校面临着从形式到内涵的全面转型,以制度建设引领转型升级是当务之急.建设具有科学性、实践性和现代性的大学章程,对于新建本科院校而言具有强烈的现实意义.在建设过程中,要以构建现代大学制度为着力点,努力寻求制度创新的突破口.With the deepening of higher education reform, as an important carrier of modern university system reform, ＂statue of a university＂ has been on the agenda. Facing a series of severe challenge on existence and development, the institutional construction of newly-established colleges is quite important. Constructing college statutes with scientific practice and modernity has strong practical significance to newly-established colleges. Aiming at constructing the modern university system, every effort should be taken to seek the breakthrough of system innovation.
