摘　　要：实施矿区居民阶梯电价在我国已经进入实质性阶段,文章从需求侧分析了阶梯式电价的产生及实施影响,并结合发达国家电价定价经验,阐述了实施阶梯式电价对于促进矿区居民节能减排、加强社会福利公平的作用,并进一步指出了我国阶梯电价实施目标具有多重性和复杂性,提出了我国现阶段实施阶梯电价的策略,强调目标实现的侧重性和阶段性。The mining area residents step electricity price in our country has come into a substantial stage, this paper, from the analysis of the demand side step electricity generation and implementation effect, and combined with the developed countries electricity pricing experience, discusses the step electricity price to promote mining area residents of energy saving and emission reduction, strengthen social welfare fair effect, and further points out that the implementation of our country step electricity has multiple objectives and complexity, and put forward the our country present stage implementation step electricity price strategy, emphasize on realizing the goal of sexual and stage.
