摘　　要：实现经济发展方式转变和跨越式发展是加快海西发展的迫切要求。通过静态博弈、动态博弈和演化博弈的方法,分析海西发展过程中不同利益主体间的关系和行为,提出以海西地方政府引导、企业配合、公众参与的三方联动互惠战略,中央政府引导海西经济发展方式转变的政策调控战略,海西内部各地区间的开放、合作、共享战略,共同推动海西经济发展方式转变与跨越式发展。Realizing the transformation of economic development pattern and leaping development is an urgent requirement to accelerate the development of the economic zone on west side of strait. By using the static game, dynamic game and evolutionary game methods, the paper analyzes the relationship and behavior between different stakeholders and behavior in the development process of the economic zone on west side of strait. Th paper puts forward strategies to promote the transformation of economic development pattern and leaping development in the economic zone on west side of strait, including local government guidance, business enterprise match, public participation in the tripartite linkage of mutual strategy, central government guidance to policy adjusting control strategy, and the opening, cooperating, sharing strategies within the region.
