从高级代表看欧盟共同外交与安全政策的发展

摘　　要：欧盟外交与安全政策高级代表是欧盟共同外交与安全政策的协调人,它在推动共同外交与安全政策发展、提高欧盟对外显示度、促进欧盟对外政策一致性的同时,也受到欧盟政府间性质、对外代表混乱、轮值主席国制度以及预算资金缺乏等诸多因素的制约。《里斯本条约》大大扩展了高级代表的权限和活动舞台,使之真正成为欧盟外交与安全政策领域的核心角色,并在某种意义上履行"欧盟外长"职责,但是高级代表的发展前景目前依然难以断定。The High Representative of the Union for Foreign Affairs and Security Policy serves as the coordinator of EU common foreign and security policy. It conduces to the development of common foreign and security policy, enhances the external manifestation of EU, and boosts the coherence of EU foreign policy. Meanwhile, it is constrained by EU＇ s ele- ments including the intergovernmental nature, the confusion of external manifestation, the rotating presidency, and the lack of budget fund. The Treaty of Lisbon expands enormously the right and behavior space of the High Representative, endo- wing it with the oore role in the field of common foreign and security policy, and to some extent making it perform the duty of ＂EU Foreign Minister＂. However, it is difficult at present to figure out the prospect of the High Representative.
