中国区域发展战略的演进及对地方政府的启示

摘　　要：后金融危机时期,中国发展环境的外部变化使得国家区域发展战略也相应发生了较大改变:驱动方式由"单极驱动"转向"多极增长",开发模式由以重点项目为主的单项硬开发转向以促进产业集聚为基础的软硬结合的综合开发,批复主动权由更多国家主动转向更多地方主动,进而形成央地良性互动。自下而上终获认可的天津(滨海新区)在经济跨越式发展中形成的地方主动,积极利用外部资源;规划先行,统一谋划;创新开发模式,强力执行的工作经验值得国内相关地区学习和借鉴。After the financial crisis, because China＇ s external environment for development has been changed, China na- tional regional development strategy has also undergone major changes ： Driving force varies from the ＂uni - polar driven＂ to ＂multi -polar growth＂; Development model varies from focusing on the hard individual project -based project to com- prehensive exploration combined with soft and hard as promotion of the industry agglomeration as basis ; Authorizing initia- tive varies from the Central government positive to local positive, then, the inter - dynamic system between the Central and the local government has been formed. It is worth learning for domestic other areas as reference that Tianjin Binhai New Ar- ea has made many experiences, such as the active use of external resources, planning in advance, unified planning, inno- vation and development model, and strong execution.
