摘　　要：地方政府提前收回海Ⅱ使用权举措的增多,导致利用近海养殖的"失海冶渔民人数日益攀升。现行的"失海"渔民一次性货币安置方式存在补偿不合理、安置方式单一、可持续性弱等问题,创新现行安置方式对于维护"失海"渔民合法权益、保障其生计可持续具有重要意义。以货币补偿和社会保障为核心、就业扶持为辅助、其他"X"种措施为补充的"失海冶渔民"2+1+X"安置方式是对现行安置方式的有效创新;提出完善"失海"渔民法律法规、建立健全"失海冶渔民社会保障体系、创新就业培训措施三方面的建议。The local government's recovering the right to use sea leads to the increasing number of sea-lost fishermen. The current one-time monetary resettlement mode has the following problems: unreasonable compensation, single resettlement and fragile sustainability. To innovate the current resettlement mode is of great significance in the maintenance of the fishermen's legitimate rights and interests and in the security of their sustainable livelihoods. The monetary compensation and the social security as the core, the employment support as the auxiliary and the other ' X' kinds of measures as the complementary is the effective innovation on the current resettlement mode. In order to effectively promote the implementation of ' 2 +1 + X' resettlement mode, some proposals are given: to improve the laws and regulations for the sea-lost fishermen, to establish and improve the social security system for the sea-lost fishermen, and to innovate the employment training measures.
