居住性历史街区保护整治方法初探——以安徽绩溪县中正坊-白石鼓历史文化街区保护规划为例

摘　　要：居住性历史街区和商业性历史街区相比,一直以来受到的关注较低,保存现状不容乐观,保护实施过程中容易出现"大拆大建"、"假古董"等错误做法。结合相关理论和案例,提出了居住性历史文化街区保护整治的三条原则:科学保护、真实完整,民生为本、活态生活,面向实施、有序更新",并从遗产保护、风貌整治、环境优化、功能更新四个方面提出了四条规划策略。最后介绍了绩溪县中正坊-白石鼓历史文化街区的规划实践。Historic conservation area is one significant component of three hierarchies of the Historic city conservation system in China. Compared with the commercial historic conservation area, there is less concern in the resident historic conservation area, which leads to a worse conservation situation of the area. What is worse, wrong measures such as ＂removed and rebuild＂ , ＂ fake antiques＂ are often taken in the conservation process. According to the relevant theory and practice, this article puts forward three principles of the conservation and rehabilitation in the resident historic conservation area, including ＂Rational conservation of authenticity and integrity＂ 、 ＂basic protect of the people＇s livelihood＂ and ＂implement plan in order＂ . Meanwhile, four planning strategies are also provided, which include heritage conservation, traditional feature rehabilitation, environment improvement and function renew. To give an example, this article introduces the conservation plan of Zhongzhengfang-baishigu historic conservation area in Jixi.
