摘  要:"村改居"—农民集中居住区物业管理是基层社会管理的重要组成部分,其管理绩效的高低直接影响到城市化进程和新农村建设的步伐。在推进"村改居"农民集中居住区物业管理过程中,由于居民缺乏消费意识和法律观念、物业公司收入不足、配套设施不完善、物业管理专业人才引进难等问题,影响了物业管理的绩效。妥善解决这些问题,需要加强顶层设计,建立长效机制;强化宣传教育,建立配合机制;创新管理模式,完善运作机制;加强监督指导,建立评价机制。Property management in "village-to-community" farmers concentrated residential areas is an impor- tant component of the grass-root society management. Its level of performence directly affect planning of the urbani- zation process and new rural construction. In the process of promoting the property management in "village-to-com- munity" farmers concentrated residential areas, due to farmers' lack of consumption consciousness and legal con- cept, lower income of property management company, poor supporting facility, and the difficulty of recruiting prop- erty management professionals, the performance of property management is thus affected. To solve these problems properly, strengthening top-level design, establishing long-term mechanism, intensifying publicity and education, establishing coordinate mechanism, management mode innovation, improving the operation mechanism, enhancing guidance and supervision, establishing evaluation mechanism are needed.
