摘　　要：我国目前以限制为手段、以克服外部性为特点的传统农村金融监管已面临脱离现实与未来需求的问题,农村金融监管亟需创新。本文以经济法学界正外部性激励的理论基础为起点,探讨农村金融监管领域正外部性激励的正当性、方法和限度,审视和反思我国农村金融监管中正外部性激励的具体实践,并提出完善农村金融监管的基本思路和制度建议。The mechanism of the traditional rural financial regulation which runs with the way of controlling as well as overcoming the externality is broken away from the demands of reality and future. Thus innovation of the rural financial regulation becomes quite urgent. The paper begins with the research on the justification, methodologand limitation, reviews and rethinks the experienced implementation in the field of financial regulation, and eventually presents the key proposals and the basic approaches for rural financial regulation improvement.
