全国各省基本药物招标模式分析及思考

摘　　要：目的:为完善我国基本药物招标制度提供参考。方法:采用文献研究法,收集全国31个省(区、市)基本药物招标模式及实施方案并进行比较分析,针对存在的问题提出改进建议。结果:各省(区、市)基本药物招标模式在组织方式、实施范围、采购主体、采购周期、药品配送、药品货款结算方面差异不大,但在基本药物招标目录、评标方式上有较大分歧。结论:为解决各省(区、市)招标中存在的配送商分散、地方保护主义等问题,建议建立全国统一的综合评标体系和科学的药品配送企业评价指标体系,并加强基本药物采购各个方面的监督力度。OBJECTIVE： To provide reference for the improvement of essential medicine bidding plan in China. METHODS： By using the documentation method, the implementation of essential medicine bidding mode in 31 provinces, autonomous regions and municipalities was analyzed comparatively; the problems were investigated to propose the suggestions. RESULTS： There were no definite distinction in organization method, the scope of implementation, purchasing main body, purchasing cycle, drug distribu- tion and drug settlement among provinces, autonomous regions and municipalities; while there were obvious difference in bidding list and judgment rules. CONCLUSIONS： It is suggested to build uniform comprehensive evaluation system nationally and scientif- ic distribution enterprise evaluation system to solve the problem in scattering of distribution business and regional protectionism in provinces, autonomous regions and municipalities. Meanwhile, we are supposed to enforce the supervision in purchasing essential medicines.
