基于相关利益者视角的林业合作组织问题研究——以江西省铜鼓县为例

摘　　要：林业合作组织作为林改配套措施在解决分散经营方面能够发挥重要作用，但在发展起步阶段也存在着一些问题。了解不同利益相关者对林业合作组织的认知与态度，对进一步规范和促进林业合作组织发展具有重要意义。文章以江西省铜鼓县、三溪村和双溪林业专业合作社为调查对象，采用参与式调查方法，分别了解县级林业管理机构、林农、林业合作组织成员对林业合作组织的态度与认知，在此基础上分析林业合作组织发展存在的问题并，提出相应的政策建议。As a coordinate measure of the forest tenure reforms, forestry cooperation organization plays an impor- tant role in solving the decentralized management, but there are some problems in its initial development stage. It is of great significance to understand different stakeholders ＇ recognition and attitude on the forestry cooperation orga- nization so as to standardize and further its development. Used the method of Participatory survey, this paper sur- veyed Shuangxi Forestry Professional Cooperative and Sanxi Village of Tonggu County and got to know the recog- nition and attitude of forestry administrative department, forest farmers and members of forestry cooperation organi- zation on the forestry cooperation organization and its development. Based on the information collected, this paper analyses the existing problems of the forestry cooperation organization and puts forward proposed policies.
