长江流域片贯彻实施水工程建设规划同意书制度的实践与思考

摘　　要：作为一项行政许可,水工程建设规划同意书制度在强化水利规划管理、规范水工程建设活动、合理开发利用和保护水资源等方面发挥着重要作用。从水工程建设规划同意书制度的重大意义出发,阐述长江流域片水工程建设规划同意书制度的执行情况及实施效果,分析制度执行过程中存在的问题,并提出建议。Being a kind of administrative license, agreement for water structure construction plays an important role in strengthening management and construction activities, rational development and conservation of water resources. From the viewpoint of its great significance, agreement implementation and result after its application in the Yangtze River Basin are reviewed. Recommendations are made regarding to existed problems.
